encoding problem on windows

There are issues with default encoding et declarations. ASCII str and unicode strings are mixing in an incompatible manner leading to errors on windows. default "" are unicode, but str is ascii. Not sure to understand well the problem as I don't have such problems on Linux... Maybe encoding behavior within topspin.
